In a civil complaint filed Nov. 26 in Richmond’s Circuit Court, Jamyce Vinson, a former employee of the city Department of Finance, claims she was placed on indefinite, unpaid leave after informing the inspector general’s office of “the falsification of the (city’s) cash account.”
